Notes of the City Commission Meeting of May 12

On May 12 the City Commission met and the following are notes of interest (all items passed unanimously unless otherwise indicated)(Vice Mayor Bates had an excused absence):

ORDINANCES & PUBLIC HEARINGS - SECOND READING:

ORDINANCE NO. 14O-04-117:  AMENDING THE CODE OF ORDINANCES, CHAPTER 6,  TO AUTHORIZE THE CITY MANAGER TO WAIVE OR MODIFY BUILDING PERMIT FEES UP TO THE AMOUNT OF $30,000.00 TO PROMOTE ECONOMIC DEVELOPMENT.

ORDINANCE NO. 14O-04-118:  AMENDING THE CITY OF LAUDERHILL CODE OF ORDINANCES CHAPTER 10, GARBAGE AND TRASH/UNSANITARY AND UNSIGHTLY CONDITIONS/ABANDONED REAL PROPERTY, ARTICLE II, RECYCLABLE WASTE, SECTION 10-22, FEES TO UPDATES THE RECYCLING RATES BASED UPON THE CONTRACT WITH WASTE PRO OF FLORIDA, INC.

RESOLUTIONS:

RESOLUTION NO. 14R-05-95:   APPROVING THE FOURTH NEIGHBORHOOD STABILIZATION PROGRAM (NSP) 3 SUBSTANTIAL AMENDMENT TO THE CITY'S PROGRAM YEAR 2010 ACTION PLAN TO REPROGRAM FUNDING.

RESOLUTION NO. 14R-05-97:  APPROVING AND RATIFYING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LAUDERHILL AND THE BROWARD COUNTY POLICE BENEVOLENT ASSOCIATION, INC. (PBA) MODIFYING CERTAIN PENSION PROVISIONS CONTAINED IN ARTICLE 34 OF THE COLLECTIVE BARGAINING AGREEMENT (CBA) IN EFFECT FROM OCTOBER 1, 2013 THROUGH SEPTEMBER 30, 2016.

RESOLUTION NO. 14R-05-98:   ACCEPTING THE DONATION IN THE AMOUNT OF $600.00 FROM THE STUDENTS AT THE LAUDERHILL 6-12 SCHOOL TO PURCHASE A LIFE-SAVING BALLISTICS VEST FOR THE CITY OF LAUDERHILL POLICE DEPARTMENT'S WORKING K-9 NAMED MAXX; PROVIDING THAT NO MATCHING FUNDS ARE REQUIRED.

RESOLUTION NO. 14R-05-99:  APPROVING THE DONATION OF FUNDS IN THE AMOUNT OF $2,500.00 AS RECOMMENDED BY THE ART CULTURE AND TOURISM (“ACT”) BOARD TO THE 2014 PARKWAY MIDDLE JURIED ART FAIR TO BE HELD ON MAY 28, 2014.

RESOLUTION NO. 14R-05-100:  APPROVING AND RATIFYING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LAUDERHILL AND THE FLORIDA STATE LODGE, FRATERNAL ORDER OF POLICE, LODGE #161 (”FOP”) WITHDRAWING THE FOP’S GRIEVANCE REGARDING ACCRUED LEAVE TIME AND DISMISSING THE CITY’S LAWSUIT.

RESOLUTION NO. 14R-05-104:   APPROVING THE TEMPORARY AGREEMENT FOR RESIDENTIAL RECYCLING COLLECTION SERVICES BETWEEN THE CITY OF LAUDERHILL AND WASTE PRO OF FLORIDA, INC.

QUASI-JUDICIAL MATTERS, FIRST READING:

ORDINANCE NO. 14O-05-124:   AMENDING THE ZONING DISTRICT MAP; CHANGING FROM COMMERCIAL WAREHOUSE/COMMERCE PARK SPECIAL OVERLAY (CW/CP-O) TO GENERAL COMMERCIAL (CG) THE ZONING DISTRICT  ON PROPERTY KNOWN AS CAMPING WORLD LEASING COMPANY, INC., 3901 NW 16 STREET, LAUDERHILL, FLORIDA.

ORDINANCE NO. 14O-05-125:   AMENDING THE ZONING DISTRICT MAP; CHANGING FROM 7.290+ ACRES OF LIGHT INDUSTRIAL AND 3.057+ ACRES OF RESIDENTIAL SINGLE- FAMILY AT FOUR DWELLING UNITS PER GROSS ACRE AND 1.302+ ACRES OF SR-7 OVERLAY ZONE TRANSECT 4 AND 9.045+ ACRES OF TRANSECT 5 TO 10.387+ ACRES OF RESIDENTIAL MULTI-FAMILY AT 40 DWELLING UNITS PER GROSS ACRE AND 1.302+ ACRES OF TRANSECT 4, 3.732+ ACRES OF TRANSECT 5, AND 5.313+ ACRES OF TRANSECT 6, THE ZONING DISTRICT FOR AN UNDEVELOPED SITE MORE COMMONLY KNOWN AS THE FORMER McARTHUR DAIRY SITE.  Fails 1 to 3 (Commissioner Berger voting in favor and Mayor Kaplan, Commissioner Benson and Commissioner Thurston voting against).
